Interesting question. I think "unorganized townships" might be an
oxymoron, in that the townships I know of (Langley and several others)
are not unorganized entities.
There are "unorganized areas," but as far as I can tell, they are all
included in one regional district or another, and so in a sense they
also are no longer unorganized. The regional district acts as their
local government.

lists all the regional districts and the municipalities therein, plus
the "unorganized areas" they include.
A few minutes of searching doesn't produce a separate list of these
unorganized areas. If I were to continue the search, (which I'm not; no
time) I'd go to a few regional district Web sites and see what kind of
break-down information they supply on the unorganized areas they
include.
